On the basis of the international quotation of today, the state proposal contemplates increases from 86% for the silver to 855% for copper. Cooperativistas puts repairs to the plan.

The proposal of the Government to modify the Complementary Tax of the Mining (ICM) contemplates increases the aliquot ones that they go from 86% in the case of the silver to 855% for copper. These percentage take into account the published international quotation today.
The Reason acceded to an official document that details the governmental proposal with respect to the mining tribute that, since it had announced it president Evo Morales during his report of management Monday 22, contemplates increases in function to the variations of the prices of minerals.
Mineral by mineral, the document contains pictures where are different quotations, aliquot the present one, the proposal of the Executive and the corresponding difference between both.
In the case of gold, aliquot the present one goes from 4 to 7%, whereas the proposal of the Government oscillates between 4 and 20%. The maximum increase that would register the tribute for this mineral is of 186%, if it is that the quotation is of $us 850.

In the case of tin, for the published price today ($us 5.65), the present burden is of 5%; whereas the proposed one by the Executive is of 12.4%, registering an increase of 148%.
With a quotation of $us 1.71, the increase to the aliquot one of zinc is of 95%. If the price of the lead is of $us 0.79, the increase is of 131%. With the quotation of today of copper ($us 2.66), the increase would be of 855%.
One of the reasons by which the Government raises to increase the tribute is that present the ICM contemplate limits for the burden, without considering the variation of the prices.
Thus, aliquot the Maxima for gold is of 7%; for the silver it is of 6%; 5% for zinc, lead and tin and 1% for copper, bismuth, wolfram and antimony.
Tuesday 23, the vice-minister of Mining, Luis Alberto Echazú, explained that in the last year the mining exports arrived at $us 1,066 million. From this amount, by concept of the ICM, the State received $us 45 million.
In the opportunity, Echazú said that the proposal of the Government to modify the ICM contemplates four axes. Indeed, one of them is the increase or decrement of the tribute, in function at the cost of minerals in the international market.
The other axes are the desacreditación (separation) of the Tax to the Utilities of the Companies (IUE) of the ICM; the inclusion of concentrated of silver in the mining tribute and the allocation of a part of the collection to the communities farmers and natives where are the deposits.
The cooperativista sector showed its preoccupation and discord. ´ (With the proposal) would directly be affecting the cooperatives because we are not great companies that we handled great amount of investments. We are cooperatives that autogestionamos´, affirmed the president to us of the National Federation of Mining Cooperatives (Fencomin), Andrés Villca.
It added that the sector will attend the Summit of the Mining today, but to expose so that they are not in agreement with the proposal of the Executive. In case of not finding consensus, the cooperatives will analyze possible measures.
